Notice is hereby given to the Municipal Electors of The Municipal Corporation of the Township of Armour, in the District of Parry Sound of the period during which nomination papers may be filed in the above office of the Clerk for the purpose of the Municipal Elections, commences on May 1, 2026 and will continue during normal office hours of the Clerk until the close of nominations on Friday, August 21, 2026 at the hour of 2:00 o’clock in the afternoon.

How to be Nominated:

a. Obtain nomination papers from the Office of the Clerk.

b. Schedule an appointment with the Township to bring your completed and signed Nomination Papers to the Clerk between 9:00 a.m. – 2:00 p.m. on Nomination Day, Friday, August 21, 2026 or during normal office hours between Friday, May 1, 2026 and Thursday, August 20, 2026.

c. Fee of $200.00 for the head of council and $100.00 for all other offices must be paid at the time of filing the Nomination (cash, certified cheque, debit or money order is only accepted and made payable to the Municipality). A candidate is entitled to a refund of the nomination filing fee provided that a financial statement and auditor’s report are filed on or before 2:00 p.m. on Tuesday, March 30, 2027.

d. A Nomination paper may be filed in person or by an agent. The Clerk has not provided for electronic filing of Nomination papers.

e. After the Nomination paper is filed with the Clerk, it shall remain in the possession of the Clerk.

If a greater number of candidates than required to fill the above offices are nominated, an election will be held on Monday, October 26, 2026.

CONCERNING A PROPOSED ZONING BY-LAW AMENDMENT

The purpose of this Amendment is to add provisions to the Zoning By-law, in parallel with the Ontario Building Code, to permit a shipping container as an accessory use if the floor area is equal to or less than 15 m2 (161.5 sq. ft.) and the height does not exceed 3m (10 ft.). Shipping containers exceeding these maximum height and floor areas will be defined as structures in the Armour Zoning By-law, subject to zoning by-law amendments.

Official Plan Amendment and Zoning By-law Amendment Applications Refused

January 16, 2026 - Council of the Township of Armour refused the Official Plan Amendment Application OPA-2025-01 (Amendment No. 4) and Zoning By-Law Amendment Application ZBA-2025-01 to permit the BESS at 219 Peggs Mountain Road (PowerBank/Creasor). The applications were refused, during the regular Council meeting dated January 13, 2026, because Council determined that the proposal did not adequately address public safety and hazard management, emergency response planning, emergency services capacity, firefighter training, infrastructure, and inter-municipal and cross-boundary impacts. The application was absent of finalized emergency response planning, firefighter training, and stormwater management documentation.

History, Background Information & Planning Process Updates

Armour Township Council met in 2022 to consider supporting a Lithium Battery Energy Storage System (BESS) at 219 Peggs Mountain Road. As part of Council’s consideration, the public was engaged at the time by presenting the proposal publicly as well as hosting a Public Meeting at Katrine Community Centre, notifying the adjacent property owners.

PowerBank (previously SolarBank) has secured IESO approval to establish a 4.99 MW BESS in Armour Township.

During recent consultations with Township staff in connection with proposed Official Plan and Zoning Amendments, and site plan approval for BESS, Township staff requested a full and transparent public engagement process.

Battery Energy Storage System (BESS) Proposal

The applicant proposes to co-locate a 4.99 megawatt BESS operation with an existing solar array on the land. Ontario’s electrical distribution regulator, IESO approved the subject Pegg’s Mountain property for expedited approval. The applicant will be submitting an information package on BESS systems as part of the application submission. The project will consist of nine identical energy storage containers, five inverters, two transformers, overhead poles to connect to HydroOne 44kV distribution system and other auxiliary electrical equipment. The containers and power conversion systems (inverter and transformer) will be mounted on concrete foundations. Collection cabling between the containers and inverters will be installed below the surface at an approximate depth of 1 m.

Future Consent Application for a Lease to April 2047

Following approval of the Official Plan Amendment and Rezoning applications, the applicant will submit an application to the Southeast Parry Sound District Planning Board for a consent under Section 51 of the Planning Act to allow the applicant to lease the proposed BESS site.

Site Plan and Building Permit Applications

Following approval of the Official Plan Amendment and Rezoning applications, PowerBank will submit a Site Plan approval application to the Township of Armour. The site plan is based on the recommendations of the supporting technical studies including a geotechnical study, a noise impact study, and a Phase 1 Environmental Site Assessment. A future application for a building permit will be made following the approval of the planning applications.

Proposed Public Engagement Process

PowerBank to make complete Official Plan Amendment, Zoning By-law Amendment, and SIte Plan Agreement applications to Armour Township illustrating the scale and location and function of the BESS.
PowerBank to submit supporting documentation, BESS location, project details, the Planning Justification report and descriptions of technical studies including environmental and planned fire suppression guarantees.
PowerBank applications and documentation will be posted on the Township of Armour website.
Armour Township to circulate the proposal to interested agencies making available the supporting documentation.
Armour Township to post the documentation and project details to the public.
Armour Township shall give notice of and hold the prescribed public meeting under the Planning Act including the link to the supporting material. Armour Township staff may, at its discretion, publish a broader notice of the BESS public meeting at PowerBank's expense. The published notice will include the website address where the supporting material can be reviewed by the public.
At the public meeting, PowerBank's Planner will provide a presentation on the proposed BESS OPA/ZBA applications and answer public and Council questions.
Armour Township will host a regular council meeting to receive recommendations from the Municipal Planner.
During the regular council meeting, pre-registered public delegations will have an opportunity to further representations to Council before a final decision is made on PowerBank's proposed OPA and ZBA.
Armour Township will consider the input received and recommendations as well as any necessary follow-ups and decide on PowerBank's OPA and ZBA during the Council meeting following the Municipal Planner's recommendations.

TAKE NOTICE that the Council of the Municipal Corporation of the Township of Armour passed By-law No. 15-2026 on the 24th day of March, 2026, to Amend Zoning By-law 27-95 under Section 34 of the Planning Act, rezoning the lands legally described as Part of Lot 23, Concessions 1 and 2, known municipally as 233 Cherry Hill Road.

AND TAKE NOTICE that an appeal to the Ontario Land Tribunal (OLT) in respect to all or part of this Zoning By-law Amendment may be made by filing a notice of appeal with the Clerk either via the Ontario Land Tribunal e-file service (first-time users will need to register for a My Ontario Account) at olt.gov.on.ca/e-file-service by selecting Township of Armour as the Approval Authority or by mail to 56 Ontario Street, P.O. Box 533, Burk’s Falls, Ontario, P0A 1C0 no later that 4:30 p.m. on the 14th day, of April, 2026.

The filing of an appeal after 4:30 p.m., in person or electronically, will be deemed to have been received the next business day.

However, a notice of an appeal may be filed in the name of a specified person or registered owner who is a member of the association or the group on its behalf.

NO PERSON OR PUBLIC BODY shall be added as a party to the Hearing of the appeal unless, before the By-law was passed, the person or public body made oral submissions at the public meeting or written submissions to the Council or, in the opinion of the OLT, there is reasonable grounds to add the person or public body as a party.

Explanatory Note: This By-law applies to Part Lot 23 Concession 2, and all of Lot 23, Concession 1 in the Township of Armour, District of Parry Sound. The purpose of this By-law was to rezone the subject lands to fulfill the conditions of the approved Plan of Subdivision, File S-01/24 to permit year-round residential uses on Deer Lake on 15 new lots; provide a 30 m setback to Deer Lake and wetlands; provide a 15 m setback to other watercourses; prohibit development, including docks within Type 1 Fish habitat; Implement a Holding Provision on a proposed Lot 11 pending a Stage 3 (and if required Stage 4) Site-Specific Archaeological Assessment; and prohibit future residential development and land division on additional lands owned by the applicant preventing backlot development.

Rural Exception - 108 (Ru-108) on Schedule ‘A-1’ shall not permit residential development and further land division.

Lakeshore Residential Exception-109 (LR-109) on Schedule ‘A-1’, the following new provisions shall apply:

i. A minimum lot frontage of 61 m

ii. A minimum 30 m Setback to Deer Lake and wetlands;

iii. A minimum 15 m Setback to other watercourses;

iv. No new development, including docks are permited within Type 1 Fish Habitat, as shown on Schedule ‘A-2’.

Lakeshore Residential Exception-110 (LR-110) on Schedule ‘A-1’ atached, the following new provisions shall apply:

i. A minimum 30 m Setback to Deer Lake and wetlands

ii. A minimum 15 m Setback to other watercourses

iii. No new development, including docks are permited within Type 1 Fish Habitat, as shown on Schedule ‘A-2’.

No buildings, structures or site alteration shall be permited on the land identified as Lakeshore Residential Exception 110 – Holding (LR-110H) identified on Schedule A-1, known as “Lot 11” until such time as a further By-law is passed to remove the Holding provision.

i. The Holding (H) Symbol shall not be removed until a Stage 3 (if required Stage 4) Site- Specific Archaeological Assessment has been completed to the satisfaction of the Township.

Hydro One: Proposed Sudbury Barrie Transmission Line Open House

Join Hydro One at a community open house to learn more about this project. Ontario’s long-term demand for electricity is increasing. To meet this demand, Hydro One will invest in a new priority transmission line between Sudbury and Barrie.

The proposed priority project is a new single-circuit, 500-kilovolt (kV) transmission line that will span approximately 300 kilometres from the Hanmer Transformer Station (TS) in Sudbury to the Essa TS near Barrie, including associated station facility expansions. The line is expected to be in service in 2032.

The project includes the direction from the Ontario government to complete development work for a second new single-circuit, 500-kV transmission line. The proposed transmission line will be developed in partnership with First Nations and help support new generation opportunities in northern Ontario, strengthen reliability and prepare the system for future growth. A recommended in-service date for the second line will be determined by the Independent Electricity System Operator.

This critical infrastructure will support reliability, foster economic growth and investments and ensure a dependable power supply for the significant increase in electricity use anticipated in northern Ontario.

This project will be subject to the Class Environmental Assessment.

(Class EA) for Transmission Facilities (2024), a planning process that includes opportunities for public and community input. Later this year, Hydro One will issue a Notice of Commencement to formally start the Class EA. At that time, Hydro One will also invite you to a second round of community open houses where they will share a project update, including route alternatives for the proposed lines.

As planning continues for a refreshed event in 2026, we want to share that the festival will not include the firefighter challenge, car show, or vendor market, and will not be hosted at the Burk’s Falls Fairgrounds.

The Recreation Department and Heritage Festival Planning Committee are working to explore new opportunities that highlight our community’s unique culture, heritage, and artistic spirit in different ways.

More information will be shared as plans develop—stay tuned for updates as we look ahead to 2026.

The Recreation Department and Heritage Festival Planning Committee wish to advise the community of important changes to the direction and format of the Heritage Festival moving forward. After thoughtful consideration and careful review of the festival’s long-term vision, it has been decided that the event will not operate as a large-scale fairground-based festival at this time.

The Department and Committee are currently working to evaluate various event options that celebrate the area’s vibrant artistic, cultural and heritage features.

The Township of Armour wishes to extend sincere thanks to all of our valued event partners, contributors, and attendees for making the event possible. Request for Expression of Interest: Almaguin Health & Innovation Hub

The Township of Armour is inviting Expressions of Interest (EOI) from qualified developers, healthcare providers, and related organizations interested in partnering to develop the Almaguin Health & Innovation Hub (AHI Hub).

The proposed Hub will expand and complement existing healthcare services across the Almaguin Highlands region, improving access to essential medical, wellness, and community services for residents.

The project will be located on a 15-acre municipally owned property at Pegg’s Mountain Road and Ferguson Road in Armour Township. The Township has completed preliminary studies to support development readiness and is seeking partners to help bring the Hub to life.

Opportunities for Participation

The Township is seeking:

Lead Developers to plan, finance, and construct a facility that will house healthcare and related services.
Healthcare and Extended Healthcare Service Providers interested in leasing space to deliver services such as wellness offices, physiotherapy, chiropractic care, diagnostic imaging, pharmacy services, fitness facilities, dialysis, optometry, community kitchen programming, and other complementary services.

Development may proceed through either:

Sale of land (all or part of the site) subject to a development agreement, or
Long-term municipal ground lease, subject to Council approval.

The Southeast Parry Sound District Planning Board is the governing authority in the Township of Armour for land division.

This time frame is dependent upon the date of submission of the application, whether or not concerns or objections are raised and the complexity of the application.

2026 Spring Load Restrictions

Notice: 2026 Spring Load Restrictions – Township of Armour

Effective Date: Monday March 09, 2026

Anticipated End Date: Late May, 2026 (Subject to weather and road conditions)

Reason for Restrictions

During the mild weather of the spring thaw, frozen road bases begin to melt. Water becomes trapped between the upper pavement and the still-frozen soil beneath, saturating the gravel. This causes the road to lose its structural integrity and bearing capacity, making paved roads and gravel roads susceptible to damage from heavy vehicles.

Restriction Details

In accordance with Section 122 of the Highway Traffic Act , vehicle loads on designated municipal roads are restricted to 5 tonnes (5,000 kg) per axle when signs are posted.

Vehicle Examples & Application

· Commercial Transport (e.g., Log Trucks, Fuel Trucks, Dump Trucks): Must reduce their total load so no single axle exceeds 5 tonnes. For instance, a truck that normally carries 10 tonnes per axle must operate at "half-load" capacity. In practice, some trucks including concrete trucks are among the most severely impacted vehicles by spring load restrictions because their empty weight often sits right at or very near the 5-tonne (5,000 kg) per axle limit.

· Passenger Vehicles: Standard cars, SUVs, and pickup trucks are generally exempt as they rarely exceed the 5-tonne per axle limit.

· Emergency & Essential Services: Fire Trucks, public utility emergency vehicles, Township Road maintenance equipment completing road maintenance activities are exempt.

Notice of Refusal of Official Plan Amendment Application OPA-2025-01 (Amendment No. 4) and Zoning By-Law Amendment Application ZBA-2025-01, 219 Peggs Mountain Road (PowerBank/Creasor)

TAKE NOTICE that the Township of Armour on January 13, 2026 refused a request to amend the Official Plan pursuant to Section 17 of the Planning Act, R.S.O. 1990, c. P.13. (“Planning Act”), and refused an application to amend the Zoning By-law pursuant to Section 34 of the Planning Act, with respect to the lands known as 219 Peggs Mountain Road, Lot 3, Concession 6 Armour, save and except Part 1 and 2, Plan 42R22137 and Parts 1, 2 and 3, Plan 42R22689; Township of Armour.

1. The amendments were submitted by PowerBank Corporation and David Creasor and processed under files: OPA-2025-01 (Amendment No. 4) and ZBA-2025-01. The purpose of the Official Plan Amendment application was to amend the Township of Armour Official Plan to permit a Battery Energy Storage System (“BESS”) as a permitted use in the Rural Community designation on the subject lands. The purpose of the proposed Zoning By-law Amendment was to amend the Township’s Zoning By-law to permit a Battery Energy Storage System (“BESS”) as a permitted use in the Rural zone on the subject lands.

2. A statutory public meeting was held on November 18, 2025 and Council considered 82 written and 13 oral submissions in making the decision. Two opposition submissions were petitions: one from No Lithium Way – Citizens United with 901 signatures, and one from Change.Org with 527 signatures. Please see “November 18, 2025 PowerBank BESS Public Meeting” at https://www.armourtownship.ca/agenda-and-minutes 21 additional oppositions were received after the meeting.

3. The applications were refused because Council determined that the proposal does not adequately address public safety and hazard management, emergency response planning, emergency services capacity, firefighter training, infrastructure, and inter-municipal and cross-boundary impacts. The application was absent of finalized emergency response planning, firefighter training, and stormwater management documentation.

4. Take notice that an appeal to the Ontario Land Tribunal in respect to all or part of the requested amendment to the Official Plan and/or Zoning By-law amendment application may be made by filing a notice of appeal with the Clerk either via the Ontario Land Tribunal e-file service (first-time users will need to register for a My Ontario Account) at olt.gov.on.ca/e-file-service by selecting Township of Armour as the Approval Authority or by mail to 56 Ontario Street, P.O. Box 533, Burk’s Falls, Ontario, P0A 1C0 no later than 4:30 p.m. on February 4, 2026. The filing of an appeal after 4:30 p.m., in person or electronically, will be deemed to have been received the next business day. The appeal fee of $1,100 can be paid online through e-file or by certified cheque/money order to the Minister of Finance, Province of Ontario. If you wish to appeal to the Ontario Land Tribunal (OLT) or request a fee reduction for an appeal, forms are available from the OLT website at olt.gov.on.ca . If the e-file portal is down, you can submit your appeal to clerk@armourtownship.ca. Any appeal must be accompanied by a certified cheque/money order in the amount of $700.00 made payable to The Municipal Corporation of the Township of Armour.

5. Only specific stakeholders, including the applicant, the Minister, public bodies, a “specified person” (as defined under the Planning Act), and/or registered owner of any land to which the applications apply may appeal to the Ontario Land Tribunal (OLT). A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of a specified person or registered owner who is a member of the association or the group on its behalf.

No person or public body shall be added as a party to the Hearing of the appeal unless, before the By‑laws were passed, the person or public body made oral submissions at a public meeting or written submissions to the Council or, in the opinion of the Ontario Land Tribunal, there are reasonable grounds to add the person or public body as a party.

Happy New Year! As we begin 2026, Mayor Rod Ward is pleased to share an update on the Township of Armour’s progress and priorities for the year ahead.

The January 2026 Mayor’s Report highlights the Township’s accomplishments since November 2022 and outlines a clear, forward-looking strategy focused on six key areas: delivering value for constituents, protecting natural assets, expanding cooperation and shared services, strengthening health and wellness, supporting economic development, and planning for housing and growth. Together, these priorities guide Council’s efforts to ensure responsible decision-making and long-term sustainability.

Over the past three years, Armour has made meaningful progress through expanded regional services, investments in recreation and community facilities, enhanced environmental stewardship, leadership in regional healthcare planning, and preparation of shovel-ready commercial and industrial lands. Armour Township Ends Significant Weather Event – Normal Maintenance Resumes

December 30, 2025 – The Township of Armour is advising the public that the Significant Weather Event declared on December 28, 2025, has been declared OVER as of this morning. With the expiration of the Environment Canada Freezing Rain and Winter Storm Warnings, weather conditions have stabilized. Consequently, the Township is returning to its standard winter maintenance service levels in accordance with Ontario Regulation 239/02.

The Township of Armour thanks all residents for their patience and cooperation in staying off the roads during the height of the storm, which allowed our crews to work as safely and efficiently as possible.

December 28, 2025 – Armour Township has declared a Significant Weather Event for all Armour Township roads, effective immediately. This declaration is due to Freezing Rain and Winter Storm Warnings issued by Environment Canada, lasting from the afternoon of Sunday, December 28, through the evening of Monday, December 29, 2025. These conditions are expected to significantly impact road maintenance operations.

During this Significant Weather Event, residents are advised to limit travel on all roads across Armour Township unless absolutely necessary, until further notice.

“A Significant Weather Event is declared when there is an approaching or occurring weather hazard with the potential to pose a significant danger to users of the roadways within a municipality,” explains Dave Creasor, Armour Township Roads Supervisor . “It is essential that residents stay off the roads, and only travel if necessary, until the event is declared over, and normal service levels and operations are back in place.”

This declaration applies to all Armour Township roads in accordance with Ontario Regulation 239/02 (Minimum Maintenance Standards for Municipal Highways).

What does declaring a Significant Weather Event mean?

Armour Township follows strict winter maintenance timelines, but during a Significant Weather Event, road maintenance activities may take longer due to severe conditions. These events are declared to keep the community informed and safe, with crews monitoring weather and road conditions 24/7 and adjusting operations as needed.

The Council of the Township of Armour passed a resolution during their August 12, 2025 regular council meeting declaring their support in principle for the River Hub proposal and expressed their intention to collaborate where reasonable to support the development, promotion and use of the River Hub facility. Council also recognized that many aspects of this project will require significant financial support and encourages suitable funding organizations to strongly consider supporting this request.

A new eco-destination is being proposed for the Burk’s Falls Public Docks! Mag River Nature Hub, a local not-for-profit organization, is in the process of consulting with the community and we’d like to hear your feedback.

C.S.R.V. AGILE is a former Canada Coast Guard vessel that was used for scientific research in the Great Lakes from the 1970s to the early 2000s. Repurposed for education, a proposal to dock the Community Science Research Vessel at the Burk’s Falls Public Docks has been approved by Burk’s Falls Council. The vision for Phase 1 of the project involves the vessel being based at the Public Docks as a floating education centre or “RIVER HUB” to serve the community by animating the Magnetawan River’s rich history, ecology, and culture. Some of the opportunities being explored through the River Hub in Phase 1 of the project include:

Sharing stories about local history, nature, and culture
Loaning fishing rods and tackle
Teaching visitors how to participate in local community science initiatives that monitor biodiversity using iNaturalist
Running environmental education programs for local schools and community groups
Exploring the local aquatic ecosystem (e.g. identifying benthic invertebrates/insects and categorizing micro-plastics) using magnifying glasses, microscopes, and water testing kits
Renting canoes and/or kayaks
Teaching canoe and/or kayak workshops
Guiding canoe and/or kayak trips
Presenting creative performances (e.g. the vessel acting as a floating stage)
Hosting community arts, crafts, and other family-friendly programs (e.g. like Magnetawan’s Maggie the community rock snake project )
Facilitating a marine archeological study of local steamboat shipwrecks
Demonstrating renewable energy technology
Growing native plants and creating habitat by sharing local seeds
Promoting local businesses, artists, and other tourism attractions

Attention Boaters: No-Wake Zone • Standardized Shoreline Speed Restriction

In an effort to protect the environment, shoreline property owners and the safety of all boaters and swimmers, a Standardized Shoreline Speed Limit of 10 km/h within 30 metres of shore was established by Transport Canada and is regulated under the Boating Restriction Regulations, part of the Canada Shipping Act.

It is illegal to operate at greater than the unposted Standardized Shoreline Speed Limit of 10 km/h (6 mph) within 30 metres (100 feet) of shore in the waters of Ontario. This limit is in effect whether it is posted or not.

This rule concerning safe speed applies to every type of water vessel.

The operator should always be aware of what’s happening on the water. It is important to take all circumstances into consideration which could potentially place the vessel and other vessels in a dangerous situation.

The operator must also avoid endangering the safety of persons involved in any activity in all waters. While navigating, you should always be on the lookout for and pay close attention to swimmers.

Important

You must know and follow the unposted 10 km/h speed limit within 30 metres of shore when you are boating. If you do not respect this speed restriction, you could be fined.

Heavy rains and flooding can wash bacteria into your well water, making it unsafe to drink and cook with, even if it looks clear. Test your well water after any flooding event and at least 3 times a year.

Community Safety Message – Pickerel Lake Flooding & Boat Wake Alert (July 10, 2025)

Due to significant flooding on Pickerel Lake, we are asking all boaters to use extreme caution and respect while on the water.

Wake from boats is pushing additional water onto already flooded properties, causing further damage to homes, docks, shorelines, and access roads.

Please follow these important guidelines:

Slow down and reduce your wake, especially near shorelines and flooded areas.
Avoid unnecessary boating during this high water period.
Stay well away from shore – giving extra space helps reduce wake impact.
Be mindful of submerged hazards that may now be hidden underwater.

This is a time for all of us to work together to minimize damage and help our neighbors recover. Your cooperation can make a real difference for families and property owners affected by the flooding. Let’s protect our lake and our community – wake responsibly and spread the word!

In response to the Significant Weather Event Declared – Stormwater Flooding (July 6–7, 2025) , the Township Roads Department has dropped a pile of sand at Dobbs Beach (180 Kent Road) to assist residents in protecting their properties.

The Township of Armour would like to inform residents and visitors that a temporary radar digital speed sign is being rotated through various locations in the community.

This radar speed sign is part of our ongoing traffic calming efforts and is designed to improve road safety. It works by detecting the speed of approaching vehicles and providing drivers with real-time feedback:

At or below the speed limit? Your current speed will be displayed in amber .
Over the speed limit? A red flashing message will display your speed along with a warning to slow down .

This immediate feedback encourages drivers to adjust their behavior and travel at safer speeds, helping to protect pedestrians, cyclists, and all road users.

Administrative Monetary Penalty (AMP)

The AMP system is designed to streamline the enforcement of, and increase compliance with, Township of Amour’s By-laws. Under AMP, Penalty Notice disputes are handled by the Township through the use of Screening and Hearing Officers who are able to modify, cancel, or otherwise affirm penalties. The purpose of this method is to reduce congestion in the courts and to provide a local (Township) resolution affording an accessible, transparent, and streamlined dispute resolution process.

As mentioned, the method in which the AMP system is enforced is conducted through the use of a Penalty Notice. A Penalty Notice is only enforced by Township of Armour’s By-law Enforcement personnel who have been provided authority by Council.

Penalty Notices are issued for contraventions of various Township by-laws, of which it draws its authority through the

AMP By-law.

What is a Penalty Notice?

The method in which an AMP By-law contravention is enforced is found through the use of a Penalty Notice. A Penalty Notice is a notice that is served on an individual that has alleged to contravene the AMP By-law and by doing so has been assessed a monetary penalty. A Penalty Notice forms a debt to the Township in which the individual is required to make payment within a 15-day timeframe or request a review or extension.

Penalty Notices are governed by the Township AMP By-law and the statutory authority found within of the Municipal Act, 2001, S.O. 2001, c.25.

The following is a list of By-laws that are authorized for the use within Administrative Monetary Penalty System:

The Administrative Penalty Notice number is located on the top portion of the Penalty Notice.

The Penalty Notice Number is unique and identifies a specific incident(s) in which an AMP By-law has been contravened.

Individuals are encouraged to safeguard the Penalty Notice and all relevant information held within.

How to Make a Payment

Within 15 Days, payment can be made for all Administrative Monetary Penalty fines in the following manner.

Following the issue of a Penalty Notice, the person is permitted to make a voluntary payment by using one of the following methods:

Online: e-Transfer to info@armourtownship.ca Please indicate “Penalty Notice” as subject and include Penalty Notice number.
In Person: Cash or Debit Card. Personal Cheques/Certified Cheques/Money Order (include Penalty Notice number) and made payable to “Township of Armour”
By Mail: To the Municipal Office. Township of Armour, P.O. Box 533, 56 Ontario Street, Burk’s Falls, Ontario, P0A 1C0. Personal Cheques/Certified Cheques/Money Order (include Penalty Notice number) and made payable to “Township of Armour”

Payment is not considered made until received by the Township. Persons must allow sufficient mailing time for payments. Persons should not send cash by mail. Post-dated cheques or payment by installations are not accepted. NSF cheques will be subject to an administrative charge.

Late Payment

Please pay Late Payment amount (as seen on the Penalty Notice) after the 15 days from service has expired.

1. Explanatory Note: This By-law applies to all lots of one hectare (2.5 acres) or more within the Township of Armour which are located above the high water mark elevation as defined by Sections 2.90 and 2.111 of the Armour Township Zoning By-law.

MAHC Hospital Redevelopment

(Thursday, May 22, 2025, Muskoka, ON) – Muskoka Algonquin Healthcare (MAHC) remains committed to keeping the community informed as we move forward with the Made-in-Muskoka Healthcare plan to transform healthcare locally.

Late last year, MAHC submitted its Stage 1.3 Functional Program to the Ministry of Health. While we have not yet received formal approval, we are maintaining regular communication with Ontario Health, the Ministry of Health, and Infrastructure Ontario to support the review and approval process. We have had positive conversations, and we are moving forward with the purchase of land from the Town of Bracebridge.

As part of this commitment, we are reaching out to inform you of our upcoming vegetation management activities in your area, scheduled to take place between April and October 2026. Vegetation management is a crucial component of railway safety and regulatory compliance. In accordance with Transport Canada’s requirements, our program helps maintain clear sightlines for motorists and pedestrians at crossings while mitigating potential risks to railway operations. By proactively managing vegetation, we enhance safety for both rail operations and the surrounding communities.

Management Strategies

CN manages vegetation using both chemical and mechanical methods. We are sensitive to concerns your community may have regarding chemical vegetation management and at CN, we strive to safeguard our neighbouring communities and the environment.

The track infrastructure is composed of two main sections, the 24-foot ballast section (which is primarily gravel and supports the track structure) and the right of way portion (which is the area outside of the ballast section to the CN property boundary).

The 24-foot ballast section and the areas around signals and communications equipment that are critical for safe railway operations will be managed using chemical methods. Application in these safety critical areas is done by spray trucks or spray trains with downcast nozzles that spray a short distance above the ground surface with shrouded booms, specially designed to limit the chemicals from drifting. The right-of-way section is maintained using mechanical control methods such as mowing, or brush cutting and may be chemically treated to control noxious or invasive weeds or brush.

CN will use chemical control techniques on the ballast section and specific locations of the right of way throughout the network for safety reasons. Furthermore, when chemicals are applied via spray train or truck, additives called surfactants are included to make the chemical work better.

CN has retained professional contractors qualified to undertake this work. They are required to follow all laws and regulations that apply to CN. In addition, the contractors will ensure that vegetation control is performed with consideration of the environment and in accordance with the highest industry standards.

Should your community have any noxious weed removal requests, we ask that you contact CN's Public Inquiry Line at contact@cn.ca or fill out the form at www.cn.ca/vegetation before June 1, 2025 with the specific information and location. CN will make every effort to include those locations as part of our 2025 Vegetation Management Program. All notices sent after the above-mentioned date will be included in the 2026 Vegetation Management Plan.

The Roads Department has placed a pile of sand for sandbags at Doe Lake Park (1014 Ferguson Road) for Armour Township resident's use. Residents are welcome to fill sandbags as needed to help protect their personal property in response to potential flooding.

Please bring your own shovels and sandbags, as only sand is provided at this location.

Armour residents may pick up sandbags from the Municipal Office during regular business hours.

1. Explanatory Note: This By-law applies to all lands within the Township of Armour which permit single detached dwellings, cottages and land lease community homes. The purpose of this By-law is to reduce the cost of housing by reducing minimum floor areas. This Zoning By-law Amendment conforms with the Armour Official Plan and creates no changes to the land use mapping designations.

The Township of Armour is initiating changes to the Zoning By-law which involve reducing the minimum floor area of single detached dwellings and cottages and introducing provisions to permit land lease community homes, all with minimum floor areas of 18.6 square metres (200 square feet) per dwelling. The purpose of this Amendment is to reduce the cost of housing by lowering minimum floor areas, thereby implementing recommendations of the Almaguin Housing Task Force 2024.

ARMOUR TOWNSHIP PROVIDES NOTICE TO WITHDRAW FROM TRI-COUNCIL SHARED SERVICE AGREEMENTS

The Township of Armour believes that a strong municipality, providing the best possible value and the best possible services to its ratepayers, requires the best possible partnerships. Our small municipalities in the Almaguin Highlands cannot stand alone. In order for those partnerships to work, a clear and common vision is required. Insulating ourselves within our own municipal borders will not allow this vision to be realized.

At its January 14, 2025 Council meeting, the Township of Armour took the difficult step of advising that it is providing written notice of its intention to withdraw from both the tri-council Library agreement (as of January 14, 2026) and the tri-council Shared Services Agreement for the Arena, Landfill and Fire Services (as of December 31, 2027). Council felt strongly that one of its tri-council partners does not share a common vision with us and prefers to stay insulated within its borders.

Unfortunately, this means that the partnership is working counter to what we are trying to achieve. This decision was not taken lightly by any means.

We see this as a step back from one partnership to allow us to work on more productive partnerships and lead a vision for the entire Almaguin Highlands. How this vision is formed requires these new partnerships. Region-wide, fully-supported services for economic development. Region-wide, fully-supported and coordinated services for healthcare delivery. Region-wide, fully-supported services for housing and land-use planning. Centres of excellence for individual services for everyone across the Almaguin Highlands. Building on the success-through-cooperation of our Fire Services across Almaguin. Building on the success of our economic development through Almaguin Community Economic Development (ACED). Building on the success of our Almaguin-wide approach to healthcare services through the Almaguin Highlands Health Council (AHHC).

We need a view of our infrastructure needs across the entire region, from arenas to fire halls to health and wellness centres. We need a shift to acting as one cohesive unit with one common vision so that we can look down the road to future generations. This vision should serve the entire Almaguin Highlands. It is only with this type of broader, stronger partnerships that we will get the serious attention required from other levels of government to allow us to best-serve all of our citizens. It will allow us to provide the services that our current citizens should expect without the inefficiency of doing this in isolation. It will allow us to attract new businesses, new services, new people to our area.

Of utmost importance at this point is the assurance that our intent is not to disrupt service levels while we work toward new partnerships and approaches which better align with the future of the Almaguin Highlands.

Municipalities Under Pressure: The Growing Human and Financial Cost of Ontario’s Homelessness Crisis

The Association of Municipalities of Ontario (AMO) released a 2025 comprehensive study that reveals the unprecedented and growing toll of homelessness on individuals, families, communities, and governments. It outlines the risk of inaction and how we can work together toward a solution.

The study was conducted by HelpSeeker Technologies, in partnership with AMO, the Ontario Municipal Social Services Association (OMSSA) and the Northern Ontario Service Deliverers Association (NOSDA).

Ontario is at a tipping point in its homelessness crisis. More than 80,000 Ontarians were known to be homeless in 2024, a number that has grown by more than 25 per cent since 2022. Without significant intervention, homelessness in Ontario could double in the next decade, and reach nearly 300,000 people in an economic downturn. “The scope and scale of homelessness across Ontario’s municipalities is truly staggering,” said Robin Jones, AMO President. “Without real and meaningful provincial action, the quality of life and economic prosperity of Ontario’s communities is at risk. We can solve this crisis, but we need to work together.”

The crisis stems from decades of underinvestment in deeply affordable housing, income support and mental health and addictions treatment, combined with escalating economic pressures on communities.

Ontario is the only province where responsibility for social housing has been downloaded to municipalities. Municipal funding for housing and homelessness programs has grown significantly in recent years, totalling more than $2.1 billion in 2024. Meanwhile, recent provincial investments represent just a fraction of what’s required, offering nominal increases to already overstretched shelter and housing programs.

The report proposes a fundamentally new approach that focuses on long-term housing solutions over temporary emergency measures and enforcement:

An estimated additional $11 billion over 10 years could end chronic homelessness by boosting the supply of affordable housing, improving transitional and supportive services, and enhancing prevention programs.

An additional $2 billion over 8 years could largely eliminate encampments.

AMO urges provincial and federal governments to take significant, long-term action on affordable housing, mental health and addictions services, and income supports to fix homelessness to improve communities’ economic foundations and quality of life.

Armour Council 2024 Updates

From the official ribbon-cutting to commemorate completion of our major upgrades at the Katrine Community Centre (KCC) to planning for the retirement of some long-term staff, 2024 has certainly been another eventful year.

Projects and Priorities

Staff and Council at Armour Township measure ourselves against six key focus areas which were developed at the start of this council term in November 2022. These areas were felt by Council to represent the best ways to steer our energies and support our ratepayers. These are:

Value for Constituents

The site for a new Fire Hall to replace the current aging building was selected and the purchase of the property at the corner of Ferguson Road and Pegg’s Mountain Road was completed by staff in 2024. In addition, Armour retained the services of a local developer to create a site plan for this location which would lay out the Fire Hall site as well as a location for a future Health and Wellness Centre and potential other services.

Armour staff have also been working, on behalf of Tri-Council, on options for a new / expanded library location.

Along with the previously-mentioned major renovation of the Katrine Community Centre, a project to expand storage capabilities at the Watt Century Farmhouse were also completed in 2024. Both projects were completed through successful grant applications.

Our new Recreation Department has been exceptionally busy implementing very popular and successful programs, covering all age groups and activities. From the Kids Summer Program to the annual Winter Karnival and everything in between, the KCC is an extremely busy place all year round.

We continue our work creating Centres of Excellence whereby Armour Township can provide various services to partner municipalities. We are now providing full By-Law services to seven municipalities (along with training services to others); leadership and accountability for Emergency Planning for four municipalities; shared resources for Economic Development and Clerk/Treasurer roles; expanded services outside Armour by our new Recreation department; and contingency and coverage for Building services with surrounding municipalities. We will continually look for ways to provide excellent services while covering our costs, with a view to the entire Almaguin Highlands. We also continue our leadership role in areas that impact the entire region, including economic development, healthcare and land-use planning. And our region-wide focus is also represented by staff leadership in organizing and running both the highly-successful annual Heritage Day and Firefighters Challenge and the annual Santa Claus Parade.

Protection of Natural Resources

The lakes, forests, trails, rivers and parks in the Almaguin Highlands are critical in so many ways. Protection of these resources really underpins everything else in the community. Much of the planning principles that exist in our Official Plan and our Zoning By-Laws (and other related planning activities) centre around protection of resources.

Staff and council took part in an Integrated Watershed workshop hosted by the Town of Huntsville and Township of Lake of Bays and continually take part in on-going sessions hosted by the Ministry of Natural Resources and Forestry (MNRF).

Cooperation and Shared Services

Armour started hosting quarterly “Almaguin Highlands Heads of Council” sessions in January of 2023, with all 12 mayors from the Almaguin Highlands invited to discuss topics which impact all of us across the region. These sessions have proven to be very valuable and certainly assist from a communication perspective. These sessions are expected to continue quarterly.

Health and Wellness

Armour Township Council has listed the pursuit of a new, purpose-built health and wellness centre as a top priority. We continue to work with private sector partners, Muskoka Algonquin Health Care (MAHC), the Huntsville Hospital Foundation, local healthcare providers and the Almaguin Highlands Health Council (AHHC) to determine requirements for the potential new facility. Armour has already donated a lot of 3 acres on the newly-acquired Ferguson Road / Pegg’s Mountain Road parcel for this purpose.

Armour Township had already taken a lead role in championing support across Almaguin for the new Muskoka Algonquin Health Care hospital build (Huntsville / Bracebridge). As announced officially in October 2023, the “local share” component of the build has now been confirmed. The new build will take into account not only two physical builds, but the need for an entire healthcare ‘eco-system’ from Gravenhurst to Sundridge and all points in between. The Almaguin Highlands is a true partner now in this initiative. The application for funding by MAHC was officially sent to the Ministry of Health / Infrastructure Ontario in November 2024.

Economic Development

We continue to work alongside Almaguin Community and Economic Development (ACED) in efforts to attract development to our area. Starting in 2025, the director of ACED, Dave Gray, will act in the dual role of Director for ACED and Chief Administrative Officer (CAO) for Armour Township, upon John Theriault’s retirement in March. This will provide cost savings for ACED and allow succession planning to other ACED staff in the coming months.

Our set of priorities is ultimately meant to support future, steady growth in our region. We see huge opportunity for Armour to be a future housing destination, with a full range of built-for-purpose rentals and single, detached family homes.

Housing and Growth

ACED initiated the Almaguin Housing Task Force in 2023, with participants from a range of housing-related areas (developers, builders), municipal planners and building officials, business owners, planning boards and members of council. The final set of recommendations was provided to all Almaguin municipalities in September 2024.

Staff Adjustments

As mentioned, 2024 and 2025 will bring some changes in staffing; however, succession planning has been in the works for some time. We are sad to see our CAO/Clerk-Treasurer, John Theriault, head into retirement after 10 years at Armour (and an astounding 50 years in municipal jobs!). John will continue to be available to us for assistance throughout 2025 but his last day of full-time work will come at the end of January. John will be succeeded by a familiar face, Dave Gray, who will take on the expanded role of CAO and Director of Economic Development (ACED). In addition, long-term staff Charlene Watt and Alison McGregor will take on roles of Clerk and Treasurer, respectively.

Dave McNay retired as the Burk’s Falls/Armour/Ryerson Fire Chief in 2024 and was replaced by another familiar face, Joe Readman.

Doug Godin was welcomed on board in 2024 as our new Chief Building Officer.

And we will also be sad to see Keith McCoy retire in 2025. Keith has been with Armour Township since 2008, and has been our Roads Supervisor since 2012.

We wish John, Keith and Dave M. all the best in their retirement!

Water Monitoring Grant Program

Objective:

The objective of the Township of Armour Grant Program is to involve the residents of Armour in the preservation and protection of the quality of water in our watersheds including shoreline designated lakes and rivers.

Program Details:

The Township of Armour is offering a program to provide limited funding to groups and associations or to one individual that represents a lake without an association involved with water quality testing and monitoring in shoreline designated lakes located within the boundaries of this municipality that are not covered by the Ontario Lake Partner Program offered by the Provincial Government.

Purpose of Grant Program:

The purpose of this grant program is to assist in the development of a water maintenance program for the shoreline designated lakes and rivers within the Township of Armour by providing funds to lake associations, other organizations or individuals that protect the waters within the Township and are operated by volunteers.

The goals of this grant program are:

Provide funding to organizations or individuals to assist with water monitoring and testing of shoreline designated lakes and rivers in the Township that are not covered by other programs available.
With the submission of a minimum of three (3) annual test results of a lake or river within the Township of Armour, additional consideration for funding will include education information to property owners, residents and users of the lakes which demonstrate an education of good stewardship and/or outline impacts of specific actions on the ecosystems of the lakes and rivers in the T ownship.

Application Qualifications:

To be eligible for support, your organization must:

be a volunteer-based organization that has been in existence for a minimum of one year; or
be an individual volunteer for a lake or river without a volunteer-based organization.

Who Cannot Apply:

Health districts, libraries, private schools, government agencies, educational institutions, universities, preschools, and daycares;
Schools are not eligible to apply by themselves, but can apply in partnership with an eligible organization (such as a Community Association). Activities held in schools or organized by schools must be:
held outside of regular school hours;
separate and distinct from the regular school curriculum; and  not just for the students of a particular school.
Organizations that:
provide third-party funding; or
exist for the primary purpose of fundraising.

Funding:

The Township of Armour will be providing up to $1,500 to each organization or to one volunteer individual that represents a lake without a volunteer-based organization.

The grant process provides no guarantee that an applicant will receive funding. Organizations or an individual volunteer that represents a lake without a volunteer- based organization submitting applications for grants must submit to the Township all test results, receipts and documentation for eligible expenses, failure to submit required documentation will result in the grant application being rejected.

Only one application per application deadline will be considered from a given organization or for a given lake.

Eligible Projects:

Projects that focus on monitoring the water quality of shoreline designated lakes and rivers within the Township of Armour.

An organization which submits a minimum of three (3) water quality monitoring tests for the year may also be eligible for additional consideration for expenses related to informing and educating the public on good stewardship of the lakes or rivers in the Township of Armour, see eligible expenditures.

Eligible Expenses:

Expenses in relation to the monitoring of water quality of shoreline designated lakes and rivers in the Township of Armour including test fees, monitoring equipment and testing supplies.

Expenses in relation to the education information distributed to property owners, residents and users of the lakes or rivers which demonstrate an education of good stewardship and/or outline impacts of specific actions on the ecosystems of the lake or river in the Township of Armour, which will include information flyers which are provided specifically for the purpose and signs.

The message and location of a sign must be approved by Council prior to installing or erecting on municipal property.

Copies of all documents must be provided with the grant submission, including the distribution volume and location of the distribution.

Adjudication Process:

Applications will be reviewed by Council and processed upon approval.

Notification:

Applicants will be informed, in writing by the Township of Armour, of the results of their application within two weeks of a decision. A decision is to be made at the first meeting of Council after the application is submitted.

Reporting and Payment Procedures:

Successful applicants are required to submit a completed application and copies of receipts for eligible expenses, to the Township Office within 60 days of the completion of their project or no later than the last Friday in November in the application year, whichever comes first.

Recommendations for funding will go to the 1st Council meeting in December and once approved funds are released to the applicant organization.

Water Tanker Shuttle Accreditation

Water Tanker Shuttle Accreditation is a process that provides the assurance that adequate water can be brought to a fire incident from an alternate water supply other than a fire hydrant on a Municipal Water System. There are two grades that are reviewed in the accreditation process.

The first is the Dwelling Protection Grade which relates to the protection of personal dwellings. In order to attain the Accreditation for this grade, the fire department must maintain a flow of 950 litres (200 imperial gallons) per minute for duration of two hours.

The second grade is a Public Fire Protection Grade which focuses on the need for protection of commercial and industrial needs. To attain Accreditation for this grade, the fire department must maintain a flow of 1900 litres (400 imperial gallons) per minute for duration of two hours.

What is Involved in the Testing?

The test sites are selected and agreed upon by the testing authority and the fire department. The water dump site is selected as is a water source approximately five kilometers away in order to meet the Insurance Bureau requirements. In order to receive benefits of the Water Tanker Shuttle Accreditation, the building being assessed by an Insurance Company must be within 8 kilometers for Dwelling Protection Grade and 5 Kilometers for the Public Fire Protection Grade to the nearest fire station. Secondly, the water source must be within 5 Kilometers of the building. If the required flows are met the building receives an additional grade point. This grade point difference could translate to savings in annual insurance costs. These savings are dependent upon the insurance company being used.

Commissioning - Oaths & Affidavits

Need to take an oath?

Some legal documents, such as affidavits or statutory declarations, require you to make a legal oath that what you are saying is true. The Township has a Commissioner of Oaths who is authorized to administer your oath for certain documents.

Bring proper identification to prove your identity and the affidavit or statutory declaration that must be signed in the presence of the Commissioner to the Municipal Office from 9:00 a.m. to 4:30 p.m. Monday to Friday.

The fee is detailed in the Township's Fee By-law . Payments may be made using cash or Debit.

What is a Commissioner of Oaths?

A Commissioner of Oaths is a person who is authorized by the Province of Ontario to take an oath when you sign an affidavit or statutory declaration.

They are given this authority by the Commissioners for Taking Affidavits Act. The Commissioner is not responsible for the content of the affidavit. There is no guarantee that a document can be commissioned until the document is seen by the Commissioner. The Commissioner cannot witness documents where there is a requirement to personally know the person for a certain length of time, ie. Passport.

Your responsibility

If you are signing a legal document that requires your oath, the content of that document is your sole responsibility . When you are making an oath, you are known as the "deponent" – the person whose signature is being commissioned to ensure the content of the affidavit.

As a deponent, you must understand the details in the document to which you are attesting – and you must understand that by swearing an oath, you are attesting that those details are correct.

Documents that can be signed

The Commissioner of Oaths may* sign affidavits and statutory declarations related, but not limited to, the following:

consents to travel
declaration regarding residency (with accompanying documentation)
vehicle transfers
change or proof of vehicle ownership
insurance claims
pension plan documents
statutory declarations on government-related forms

* It is at the exclusive discretion of the individual Commissioner of Oaths whether or not they choose to sign the document . If a Commissioner of Oaths is unsure about the identity of the deponent or the content of the document for any reason, the Commissioner of Oaths may refuse to sign the document and the deponent will be referred to a lawyer.

Documents that cannot be signed

A Commissioner of Oaths is not a Notary Public. If you require a document to be "notarized" as opposed to "commissioned" the person who administers the oath or affidavit is a Notary Public - generally a lawyer and not a Commissioner of Oaths. The Township does not have a Notary Public.

A Notary Public is a person who is authorized under the Notaries Act to commission documents, certify or notarize documents as true copies and to verify signatures. The requirements to become a Notary Public are more stringent than for a commissioner and most are lawyers or judicial officers.

You may need a Notary Public for the following documents:

If the document specifically states "Notary" and does not offer the option of a Commissioner of Oaths – generally this occurs because the document is from outside Ontario or Canada – the City cannot assure that the authority of a Commissioner of Oaths will be recognized.

How to Identify & Manage Invasive Phragmites

Phragmites australis is an invasive, non-native reed grass that has established itself in and around the Township of Armour.

Phragmites may be on your shoreline property and if so, you will want to remove it quickly. With a property owner’s help and permission, the Phragmites Working Group Lake Bernard may be able to show you what it is and help you remove it, beginning with cutting it from your property or at least removing the seed head this fall. Raspberry Cane Cutters can be loaned to assist with the removal on your property.

The Phragmites Working Group Lake Bernard has been locating and removing stands of Phragmites along the shoreline for six seasons. In some instances, it has grown over 15 feet tall. Phragmites root mats spread up to 10 feet in a season and can be up to four feet thick, sending rhizomes (runners) up to 60 feet long, choking out other plant species such as cattails and preventing the free flow of water and streams. According to wetland biologists and invasive species experts, Phragmites do not serve as a food source for wildlife, and it is too dense to serve as an effective cover or nesting grounds. It is deeply destructive to our recreational fishing as well as our local bird and other wildlife habitat.
If it goes unchecked, it will cause property owners’ shorelines to fill in and natural plants to disappear and the loss of biodiversity will cause additional stress to the natural ecosystem around the lake. It is currently being removed from Lake Bernard by the Phragmites Working Group Lake Bernard

Stands of Phragmites spread to other areas which is why we must identify where it is currently established and also ask if property owners need assistance with the removal of stands. It can take several years to remove, with the expected cutting or spading time being repeated year after year. By working together, the Phragmites Working Group Lake Bernard has had some areas under control in four years.

HERE IS WHAT YOU CAN DO:
• Educate yourself and your neighbours about Phragmites
• Identify the plant if it exists on your property and let the Phragmites Working Group Lake Bernard know
• Give the Phragmites Working Group Lake Bernard permission to assess/cut/remove invasive Phragmites on your property according to best practices if you are unable to do it yourself with help from friends or family and properly dispose of it to prevent further spread.

This means building on the positive work that previous Councils have done, and building on the work that our committed staff do every day. It also means establishing a vision for the future and measuring ourselves against progress toward that vision. Armour, Ryerson & Burk's Falls Agricultural Society

The Society held its first fall fair in a log schoolhouse which also doubled as a church and meeting hall, located on High Street, Burk's Falls, October 1881. Prizes as high as 25 cents were offered for the best in roots and garden vegetables, homemade soap, lard and butter, and ladies fancy work.

A few years later, suitable grounds were secured and a program of events planned to which the public looked forward to each year. Horse races and drawing contests were early entertainment. Teamster from local lumber firms matched each other in driving and drawing contests with company teams. Buggy races and driving competitions included classes for ladies and one pioneer lady displayed her skill driving a pair of oxen. Baby shows were popular for many years

The new grounds were developed in 1949, with many added facilities and a good race track. On the former Huston Street site, a quarter million dollar Red Cross hospital was built. Now, a more varied program is possible including commericial exhibits and displays to interest more urban people. On the 75th anniversary, a log cabin was set up with pioneer directors, in costume, demonstrating spinning. Reeve Stanley Darling of this Society is a past president of O.A.A.S. and district director.

As of January 1st, 2022 boaters are now required to remove drain plugs and take reasonable precautions to remove all aquatic plants, animals, and algae from their boats immediately upon removing the watercraft from a waterbody. In addition, boaters are also required to ensure their watercraft is free of all aquatic plants, animals, and algae before arriving at a boat launch or launching their boat in any Ontario waterbody.

Blue Green Algae - Frequently Asked Questions

If you see an algae bloom that you think may be blue-green algae, report it to the MInistry of the Environment (MOE) by calling 1-866-MOETIPS (663-8477) or 1-800-268-6060. If it is the first blue-green algae bloom of the season on that lake or in that area, the MInistry will take a sample of the algae and identify whether it contains cyanobacteria. They will also test the toxin level from a dense area of the bloom, but will not return to confirm that the bloom or the toxin levels have dissipated. Subsequent blooms will not be individually identified.

What are blue-green algae?

Blue-green algae are not really algae, and they aren’t even always blue-green. They are actually a type of bacteria called “Cyanobacteria” that get their energy through photosynthesis, like plants do. Cyanobacteria are known for rapidly reproducing and collecting to form large, highly visible blooms that can appear throughout the water, on the surface of water as a scum, or on the lake bottom as a mat. Some species of cyanobacteria can release toxins into the water when the cells that make up the bloom rupture or die. Some species do not; blooms contain a mix of species, but it is estimated that up to half of cyanobacterial blooms are non-toxic.

What are the health risks?

The risk to humans is primarily from drinking water that has been contaminated with toxins. Fortunately, there have been no human deaths attributed to drinking water containing cyanobacterial toxins, but the toxins may cause headaches, fever, nausea, vomiting, abdominal pain or diarrhea. Long-term consumption of water containing high levels of cyanobacterial toxins may cause neurological or liver problems.

Farm animals and pets are not as discerning about the water they drink, and if allowed, may consume large quantities of heavily contaminated water, resulting in sickness or death.

Some individuals are sensitive to skin contact with blue-green algae, and may develop a mild skin rash or eye irritation even if there is no toxin produced by the bloom. Some individuals will have no reaction. We think that it is an allergic-type reaction to contact with the actual cell walls, not the toxin. At this time, we don’t know:

what percentage of the population reacts to skin or eye contact with blue-green algae
what constitutes an exposure: how long, how dense, how often?
which species can cause a reaction.

What precautions should I take?

Even experts cannot tell which blooms are harmful just by looking at them, so waterfront residents will have to be cautious anytime that they have any dense algae bloom.

How can I treat my lake water for drinking?

At this time there are no systems that are recommended for homeowners to use to treat their toxin-contaminated water. A one-micron filter (backwashed or changed frequently) plus reverse osmosis, distillation, ozonation, chlorination, and/or activated charcoal treatment will reduce the toxin level, but may not reduce it sufficiently to make the water safe to consume. Water softeners, UV lights, and even boiling will not make toxin-contaminated water safe to drink. The Ontario Drinking Water Standards set a limit of 1.5 micrograms of microcystin LR (one of the blue-green algae toxins) per milliliter of water. This standard is base on daily consumption of the water over a lifetime. If you use treated lake or river water in your home or cottage, make sure your intake is in deep water, far from shore. If you see a dense algal bloom in the vicinity of your water intake, find another source of water for drinking and cooking, such as bottled water or potable water from a deep drilled well.

Can I use contaminated water for bathing and washing?

Not everyone will have a skin reaction to blue-green algae in water. If you know that you are not allergic or sensitive to it, bathing and washing may not present a risk. The smell of a thick algal bloom will probably be enough to discourage most people.

Why here, why now?

Cyanobacteria blooms have been recorded for 800 years, but reports of blooms have increased significantly in the past decade. Warm temperatures, high nutrient levels and shallow, slow moving water all increase the likelihood of a bloom occurring. The subtle effects of global warming are also being seen, as Ontario’s lakes have longer ice-free periods, with blooms now being reported in the late fall and early winter.

Armour, Burk's Falls and Ryerson is home to an accessible transportation service for medical related appointments. Facilitated by East Parry Sound Community Support Services, the service is available for seniors (65+) who have medical or health related appointments. Other services provided include hot and frozen meal services and a seniors balance and stretch class, visit their website to learn more about all of their services.

Volunteer Drivers

For seniors who do not require wheelchair accessible transportation, East Parry Sound Community Support Services also offers volunteer drivers. This service is offered through volunteer drivers who use their own vehicles to transport seniors (65+), door to door.

Council Allocated Landfill Bags Decrease from 40 to 35 - E ffective January 1, 2021

The Council of the Township of Armour approved the reduction of the yearly allocation of free garbage bags per residential dwelling in the Township of Armour from 40 to 35 free garbage bags.

VISIT THE BEAR WISE WEBSITE provided by the Ontario Ministry of Natural Resources and Forestry. (OMNRF). Seeing a bear is not an emergency or is it a bear problem.

I f you feel you are in an emergency situation you may opt to call 911 for the Ontario Provincial Police.

N OTE: If a bear is rummaging through your garbage or eating seed out of a bird feeder, this is not an emergency. After the bear leaves the area, clean up the garbage and put the bird feeder(s) away until the snow flies.

Clear Bag Program

TIMEFRAME FOR IMPLEMENTATION

January 1st, 2016 - Voluntary Start

Soft start to the program. Those residents that feel strongly about diverting waste and saving what little landfill we have left, would be considered champions and should be recognized for their support. Signs will go out to the site reminding residents that they must use up their dark bags and prepare for the switch. This will also allow residents time to use up their coloured bags.

April 21st, 2016 – EARTH DAY Mandatory Launch

Residents must begin using clear bags for disposal. Warnings will be issued and recorded by staff at the site. Curbside contract should be recording or informing of the same.

July 1st, 2016 – NO EXCEPTIONS Enforcement

Warnings have been issued at the site and from the administrating office of the non-compliant resident. Council to direct further action.

MEDIA RELEASE | THOMPSON BRIDGE REPAIR PROJECT GETS FINANCIAL BOOST FROM THE FEDERAL GAS TAX FUND

Township of Armour is excited to announce the completion of critical repairs to the Thompson Bridge on Pickerel and Jack Lake Road. These repairs have been made possible through a generous contribution from the Federal Gas Tax Fund provided by The Government of Canada.

The project, which involved significant structural repairs to the foundation of the bridge, has effectively restored its integrity and greatly increase its service life. The Thompson bridge is a critical asset to the township as it is part of the main thoroughfare for seasonal and permanent residents living on and around Pickerel Lake and Jack Lake. Both lakes serve as key seasonal tourism assets to the township, which in turn stimulates the local economies in Armour and neighbouring municipalities.

The project had a total cost of $150,358 for which the Federal Gas Tax Fund provided $97,208. The Township of Armour would like to thank the Government of Canada for their annual support with infrastructure projects through the Federal Gas Tax Fund.
