| THE MUNICIPAL CORPORATION OF THE TOWNSHIP OF ARMOUR MINUTES February 10, 2009 The regular meeting of the Council of the Township of Armour was held on Tuesday, February 10, 2009 at 7:30 p.m. Those in attendance were Reeve, Bob MacPhail; Councillors, Rod Blakelock, Jerry Brandt, Marty Corcoran, and Pat Hayes; Delegates, Lanny Dennis of Wayne Simpson, Greg and Louise Heintzman, Ted and Joan Shelley; Robert Miller, Municipal Planner; staff, Bill Stewart, Road Supervisor, and Wendy Whitwell, Clerk - Administrator. CONFIRMATION OF THE MINUTES OF THE PREVIOUS MEETING: The minutes of the regular meeting on January 27, 2009 were approved as circulated. The minutes of the closed meeting on January 27, 2009 were approved as circulated. DECLARATION OF PECUNIARY INTEREST: None DELEGATIONS: Lanny Dennis, Wayne Simpson & Associates, representing his client Relax Muskoka Cottages Inc. 265 Dobbs Road, Pickerel Lake attended to discuss the possibility of consents to sever two lots. Council reviewed a planning justification report prepared by Mr. Dennis. A resolution requesting the planner, Robert Miller prepare a planning review was passed. Greg and Louise Heintzman and Ted and Joan Shelley attended to request council close and convey a portion of shore road allowance in front of their properties. Council reviewed MPAC mapping and indicated they would consider an application to close and convey the shore road allowance. Robert Miller, Municipal Planner attended to discuss a proposal to update the zoning by-law. Council reviewed the proposal and passed a resolution. Bill Stewart, Road Supervisor discussed the following: - staff report regarding MTO municipal road upgrades - OGRA Supervisor Training, resolution passed to register Bill - letter of thank you from Katrine Community Centre Club - road accounts were reviewed and approved. BUSINESS ARISING FROM A PREVIOUS MEETING: - Resolution passed to approve the revised contract for service proposal submitted by Jim Mahoney, By-Law Enforcement Officer. second and third time. - Economic Development, Rod and Bob - Tri R, Pat and Bob, minutes included - Planning, Bob CORRESPONDENCE: - Katrine Community Centre, notification of upcoming jamborees, a resolution acknowledging the dates was passed. - Peerless Group/ Muskoka Fire Protection, Katrine Community Centre, annual alarm monitoring invoice was approved for payment by resolution. - Ministry of Community Safety and Correctional Serviced, congratulations on completion of the mandatory emergency management activities required under the Emergency Management and Civil Protection Act for 2008. - Near North District School Board, invitation to participate in the strategic planning process underway for the Board. - STRONG, Saving the Region of Ontario North Group, information regarding AbitibiBowater Hydro dam sale. - Township of South Algonguin, requesting support for a resolution regarding utilizing low grade wood waste as an alternative energy. A resolution in support was passed. - Township of Madawaska Valley requesting support for a resolution to freeze assessment at the year 2008 for the next four years and revert back to annual reassessments. No support was given. - Township of Madawaska Valley, request for support of a resolution to petition the Provincial Government on behalf of rural municipalities to ensure an increase in Homecare Access Programs including increased funding, support and assistance. A resolution in support was passed. - Prince Edward County requesting support for a resolution to lobby the Federal and Provincial governments to investigate impacts of industrial wind turbines and create regulations and guidelines for their location. This resolution was tabled. - AMO, requesting municipalities support Earth Hour, Saturday March 28th from 8:30 to 9:30 p.m. and Energy Conservation Week, May 17 - 23, 2009. - OGRA, Federal budget 2009 highlights. - Almaguin Highlands Community Secondary School Committee, copy of the feasibility study completed by Harriman and Associates. - AMO, submission expressing concern with the Accessibility for Ontarians with Disabilities Act (AODA) and the increased costs to municipality to comply with this regulation. - AMO 2009 Conference Registration and information. - Minister of Industry supports strong CRTC action on abuse of the Do Not Call List. - District of Parry Sound Social Services Administration Board, News release indicating the 2009 municipal levy was approved at 0% increase. - Staff report, Tri Council Meeting, April 30th, agenda considerations. - Julian Fantino, Commissioner, Ontario Provincial Police, announcing the celebration of 100 years of policing in the Province of Ontario. NEW BUSINESS: - North Bay Mattawa Conservation Authority, proposed fee schedule for on site sewage system programs. - Draft Joint Operation and Management Agreement for the Armour Ryerson Burk’s Falls Memorial Arena/Community Centre was reviewed. - 1653194 Ontario Limited request to support an application for funding for improvements on Commercial Drive and intersection signalization. - List of correspondence received and not on the agenda. Miller to prepare a Planning Review/Report regarding the submission made by Lanny Dennis of Wayne Simpson and Associates, on behalf of Relax Muskoka Cottages Inc. Carried - Moved by Marty Corcoran, Seconded by Rod Blakelock, That the Council of the Township of Armour hereby accept the proposal submitted by Robert Miller for an update to the Township of Armour Zoning by-law as required to bring the zoning by-law into conformity with the official plan adopted by council November 25, 2008. Total cost not to exceed $ 20,000.00.
